a new presidential order to fight cyber threats

A new presidential executive order allows the U.S. Treasury Secretary with the Attorney General and Sec. of State to sanction foreign individuals or groups that pose a cyber threat to the US security, foreign policy, economic, health or financial stability. What the sanctions or processes are is not specified, nor the situations in which this would be used and not other existing laws.
