Where does the government automatically have access to phone communication?

Vodafone which provides phone access in many countries, has reported that it provides a permanent link to monitor phone call communications to 6 of its 29 customer countries without court orders. These 6 countries are Albania, Egypt, Hungary, Ireland, Qatar and Turkey. This is seen as a follow up to Snowden's revelations about government access through social media and the Internet and the push of social media corporations to announce their collaboration with government sources to show transparency to the public.
